Your Palace is the most important building in your kingdom. The Palace level determines the maximum level of all other buildings, technologies, and generals. Therefore it is important to upgrade your Palace as soon as you can.
Once reaching level 10, or multiples of 10, to upgrade your Palace level, you need to clear certain Story Chapters. For example:
To upgrade Palace to level 11, you need to clear Story Chapter 1 hello
To upgrade Palace to level 21, you need to clear Story Chapter 3
To upgrade Palace to level 31, you need to clear Story Chapter 6
